Dues Increase Proposal

Over the past several meetings the CSA Board of Trustees has been reviewing both its current and anticipated finances, while also discussing the pros and cons of a dues increase. The consensus is a proposal to increase the annual membership dues to
  • $175.00 per lot for improved lots (currently $130.00; this is a 35% increase)
  • $65.00 per full lot for unimproved lots (currently $45.00; this is a 44% increase)
  • $32.50 per half lot for unimproved lots (currently $22.50; this is a 44% increase)

Per the Association By-Laws, any increase in dues must be approved by the membership at the Annual Meeting. If approved, this dues increase will not take effect until the Association’s next fiscal year beginning July 2021.

The rationale for the proposed increase:

  • Member dues are the only funds that the Association has available to conduct its business (refer to budget) such as road, beach, and park maintenance; social activities; communication with the membership. In addition:
    • The dues income for FY 2019-20 is $31,615.
    • Members last approved an increase in the dues in 2003. The vote was 211 “for”, 4 “against”.
    • According to our bylaws the Association cannot borrow money (see Article 3, Section f); therefore, we must always have sufficient funds on hand for contingencies such as storm damage to trees, rain washout of roads, and problems related to beach erosion.
  • Over the years, individuals within the Association have volunteered their time to address several issues such as the maintenance of the roads as well as the North and South Access decks and stairs. This work has saved the Association thousands of dollars annually. It is not prudent to assume that this level of volunteer activity will always be available. For example, if the Association had to contract for road services, the additional costs to the Association, based upon cost-of-living calculations, are estimated to be an additional $10000 for 2021 and $17000 by 2030 each year.
  • In each of the last two years significant expenditures were needed for vital projects that when included with the regular budgeted items caused us to exceed our current dues income. For example, the 2019 Erie Trail chip seal road project alone cost $16,200.
  • While the board has been frugal and has thus been able to accumulate a budget surplus, we cannot assume that these funds will be enough to cover any future contingency. Further, since we cannot borrow money to cover emergency expenses it would be irresponsible to delay increasing the dues until the Association’s funds are exhausted.

“Attending” the Annual Meeting

REMINDER: the Annual Meeting for 2020 (July 11) will be a remote electronic meeting via Google Meets, one of our CSA collaboration tools. We will not meet in person at Benona Township Hall.

To “Attend" the Meeting with Video
This is intended to be a video meeting as documents will be presented. The the best way to join the meeting with video is to use your computer, smartphone, or tablet. Open the event in the CSA website calendar and click the link in the “more details” section. If for some reason that the link does not work, you can instead join the meeting with video by entering the Meeting ID into your web browser (Google Chrome is preferred). In either case the video will be displayed on your computer, smartphone, or tablet screen; the audio will be through your speakers and microphone.

For this Annual Meeting all voting must be done by postal mail. Your completed and signed proxy ballot must be mailed to the CSA address and received by Friday, July 10:

The regular July board meeting with all newly elected board members will follow immediately after the Annual Meeting adjourns. We will continue on the same Meeting ID. All members are welcome to attend.

The North Access Erosion Project

During its June 13th board meeting, the trustees and the guests present discussed the North Access erosion project that encompassed the properties of the Dean’s, CSA, and the Chien’s. The following points were made:
  • Participation in the project by the Association was necessary to protect the value of the Association's property at the North Access. NOTE: The Association fully owns the properties of the North and South Accesses, the park across from the North Access, as well as the land on the Cobmoosa lakeshore. Please consult the “Sharing Our Beach” page on the Association’s website for the descriptive details of the properties owned by the CSA for the common enjoyment of the membership, their families, and their guests.
  • The speed of the Board's decision was due to the alarming rate of erosion at the North Access and the timing of the adjacent property owners' proposal for a joint project. It has been estimated that for a period we were losing ~12 feet of beach per week.
  • The Annual Meeting Newsletter included a drawing of this project. It shows that the three properties have 155 feet of common frontage on Lake Michigan. Of that total, 35 feet (22.5%) belongs to the Association.
  • The Association's costs for its share of the project is $9500. The Association has not and will not pay for any portion of the cost to protect the Dean's & Chien's properties.
  • The Dean’s and the Chien’s graciously advanced payment for the entire project. The Association has already reimbursed them $3000 for its share from its accumulated budget surplus for the current fiscal year.
  • The proposal before the membership is to allow the Association to spend “up to $7000” for the fiscal year that begins July 1, 2020, to reimburse the Chien's & Dean's for the balance of the Association's share of the project. (The wording of “up to $7000” is for the simple reason that there are always additional charges that were not anticipated in the original estimate.)
